In the Alliance Against Intoxicated Motorists’ 2006 survey of Illinois police departments, Naperville led the pack with the most arrests of intoxicated motorists.

At the time, Naperville Police Chief David Dial told the alliance’s executive director, Charlene Chapman, that the department would continue to stay vigilant.

“It looks like he’s kept his promise,” Chapman said Monday, when the alliance released results of its 2008 statewide survey of departments outside Chicago. Naperville finished second to Rockford, but it continued to have a high number of arrests for impaired driving.

“We’re pleased to be the second highest,” Naperville Cmdr. David Hoffman said Monday after hearing of the department’s standing. “The city has placed and will continue to place a heavy emphasis on DUI enforcement. We devote a lot of resources to it.”

Naperville’s 651 DUI arrests in 2008 trailed only Rockford’s 785. In 2007, Naperville had 683 DUI arrests.

The alliance accumulated its data after sending surveys to about 700 police agencies. Sixty percent responded. The survey was funded through a grant from the Illinois Department of Transportation.

Chapman, an Itasca resident who suffered serious back injuries when the car she was driving was struck head-on by a drunken driver in 1982, has participated in DUI enforcement training with Naperville police. She noted that the department brings outside agencies to supplement its own training, has obtained grants to hire back officers to focus on DUI arrests and often sets up roadside safety checks.

“It’s not a real rewarding job, except in knowing that you’ve gotten a drunk driver off the road,” she said of DUI arrests.

The other top 10 communities for DUI arrests in 2008 outside of Chicago, according to the survey, were Decatur, 648; Carol Stream, 604; Waukegan, 438; Mundelein, 434; Rock Island, 432; Aurora, 420; Alton, 384; and Springfield, 375. (Chicago had 5,262 arrests in 2008.)
